					<description>I think it is important to discuss these issues. This list will help us both to write better papers and to evaluate papers for review. I've seen a few papers lately that are exactly the same as their conference versions. Clearly this is unacceptable but it is interesting to understand what exactly is acceptable. 

In response to your &quot;conference papers with extra simulations&quot; I think it depends on if the text of the paper has been revised and if the simulations are really substantial. If the introduction was expanded with references, and the simulations are non-trivial, it might be worthwhile. I can think of cases where it has been and hasn't been suffiicient.</description>
